INTRODUCTION:
The Library of the India International Centre was established in 1962. It now houses about 40,000 volumes on social sciences, history, biography, literature and the arts. It has a good reference collection on Indian studies including a special section of about 700 rare books called the “Bilgrami Collection”. The Library also houses two special collections: the “India Collection” owned by the British Council and the “Himalayan Club Library” owned by the Himalayan Club.

The “India Collection” consists of about 2,500 books on India, spans the period from the 17th century to 1947. The Collection includes translations of original Persian works relating to Mughal history and British works on Indian history, archaeology, philosophy, religion, customs and folklore and the arts and sciences, biography and literature.
The “Himalayan Club Collection”, as the name suggests, consists of about 550 books on various aspects of the Himalayas, including flora and fauna, mountaineering and travel literature.
The Library has 6 cubicles which are rented out to scholars for quiet reading. Photocopying facilities are available on payment. The Members can also
avail themselves of the limited inter-library loan facilities.
The Library subscribes to 190 periodicals and newspapers, both national and international, and receives nearly an equal number of periodicals and newspapers as gifts or in exchange. Of these, the scholarly/academic periodicals are bound annually and preserved for reference.
The books in the Library are classified according to the Dewey Decimal Classification scheme. The books are catalogued in machine-readable form. The Library is a member of DELNET – Developing Library Network. DELNET has more than one million records of books available in machine readable form. The Library is automated and networked in order to provide efficient reference service to its members who specialise in various disciplines.
LIBRARY RULES
ELIGIBILITY
- Members and Staff of the Centre are eligible to borrow books from the Library after getting themselves registered as Members of the Library.
- Members’ children, boys in the age group o
f 18-21 and girls in the age group 18-24 can use the reading room facilities. - Temporary Members and Residents in the Hostel holding temporary membership are not eligible to borrow books and journals.
- Researchers, who are not Members of the Centre, may use the Library for short durations by applying for Library Membership, the details of which are available on demand.
ISSUE OF BOOKS AND MAGAZINES
1. Members of the Library may borrow four books at a time for a fortnight. Books can be renewed only twice at one given period provided there is no reservation for them.
2. The reserved books with a waiting list will be issued out only for ten days and will not be renewed.
3. An overdue charge of Re1 for a general book and Rs 5 for a reserved book will be charged for each day the book is kept overtime.4. If a Member so desires, overdue charges of small amounts can be allowed to accumulate and the bill can be sent to the Member when the amount accumulates to around Rs 25.
5. Members who wish to make payment in cash at the Library Counter can be allowed to do so.
6. If a book is not returned within three months from the date of issue, double the cost o
f the book or a suitable sum in case of out-of-print books as may be fixed by the Librarian plus the overdue charges will be charged to the Member’s account and billed for payment by the Accounts Department of the Centre without reference to the Member.
7. Under special circumstances, the Librarian may exempt a Member from payment of overdue charges or grant a longer than usual loan at his discretion.
8. Reference and rare books will not be issued. They should be consulted in the Library only.
9. Periodicals not intended for binding will be available for issue. A list of these will be kept at the Counter. Not more than two periodicals will be issued at a time. The latest issues, thirty in case of dailies, four in case of weeklies, three in case of fortnightlies and two in case of monthlies, will not be issued.
RENEWAL OF MEMBERSHIP
Books will not be issued to Members who fail to pay the annual membership dues by March every year.
SELECTION OF BOOKS
Members can use ‘Recommendation Slips’ kept at the Library Counter for suggesting new books. If a new book suggested by a Member is approved by the Library Committee that Member will be informed about it as soon as the book is acquired in the Library.
RESERVATIONS
A Member may reserve four books at any time either by sending a written request or by registering the details of the required titles in the Reservation Cards available at the Library Counter.
LIBRARY TICKETS
- Each Member will be given one Bar-coded Library Membership Card. The card has to be presented at the Counter each time the Member borrows a book. When the book is returned, the Member can take a receipt from the Counter Staff.
- The loss of a Library Membership Card should be immediately reported to the Librarian in writing.
- Due care will be taken by the Library to prevent misuse of the lost Library Membership Card. But the Library does not accept any responsibility for this. The Member concerned will continue to be responsible for any loss of books, etc. owing to the misuse of the lost card even after having formally reported the loss and having been issued a duplicate card.
- On request, a duplicate Bar-coded Library Membership Card may be issued one week after the loss has been reported and a photograph deposited with the Library. The Member will have to pay Rs 100 for the duplicate card.
Discontinuation of Membership
A person ceases to be a Member of the Library when he discontinues his Membership of the Centre, or, in case of Staff, when his services at the Centre come to an end. In such a case, he must return the card or books that he has and obtain a clearance certificate.
LIBRARY SECURITY
- Handbags (except small ladies’ purses), are not permitted inside the Library. Every Member working in the Library is required to deposit his/her bag at the Library Counter and obtain a token. No cash/valuables should please kept in the bag.
All bags will be checked by the Staff at the Library Counter.
In exceptional cases, the Librarian may allow a Member to carry a handbag inside the Reading Room, provided the Member fills a Request Form for this purpose and while leaving presents the handbag to the Library Counter for the purpose of verification. If the Member does not do so, the Librarian may withdraw this facility to the Member. - No reading or audio-visual material may be taken inside the Library other than IIC Library books/journals which are being returned.
In case a Member is conducting research and writing a book, the Librarian may permit such a Member to take his/her personal books to the Reading Room provided the Member lists such publication(s) in the Request Form and presents the same to the Library Counter for the purposes of verification at the time of leaving the Library. If the Member does not conform to this process, the Librarian may withdraw the facility granted to such a Member. - In case of any violation of the Library Rules or misconduct with Library Staff by any Member, the Librarian will forward a report in writing to the Director, with a copy to the Chairman, Library Committee, for considering necessary action against the concerned Member.
RESIDENTS IN THE HOSTEL
A Resident in the Hostel, who has registered himself with the Library, should get a clearance certificate before he checks out.
LOSS OR DAMAGE
- The Member should not remove, mark, deface or disfigure in any way, any volume, document, or other objects belonging to the Library or in its custody, and should not bring into the Library or kindle therein any fire or flame. The Members will also not be allowed to smoke, drink or eat in the Library.
- Members will have to make good any loss or damage to the books, etc.
- Loss of books taken on loan should be reported to the Librarian immediately. Members concerned may replace the books so lost or pay double the cost of the books, and, in case of out-of-print books such a sum as may be fixed by the Librarian.
LIBRARY TIMINGS
Week days : 9.00 a.m. to 8.00 p.m.
Sundays and Holidays : 10.00 a.m. to 5.00 p.m.
Closed days
The Library will remain closed on the following days:
Republic Day; Holi; Independence Day; Gandhi Jayanti; Deepawali and Dussehra.

SERVICES:
LIBRARY CUBICLES
- The Library cubicles can be rented out only to the Member-Scholars of the Centre keeping in view the importance of their projects and the availability of material on their projects in the Library.
- The rental for each cubicle is Rs 400 per month plus ten per cent service charge.
- The maximum period for which a cubicle can be rented out is six months.
- Each cubicle is meant for quiet study by one person only.
- Personal books can be brought in only with the permission of the Librarian. A list of such books should be deposited at the Counter.
- The rare books from the “India Collection”, “Himalayan Club Library” and the Library’s own collection will not be allowed to be taken inside a cubicle for consultation.
- A maximum of ten books can be issued for use in the cubicle for a fortnight at a time and may be renewed provided there is no reservation for them.
- No reference book will be allowed to be kept in the cubicle.
- Smoking is strictly prohibited in the cubicle.
- The consumption of tea, snacks and meals is not permitted in the cubicle.
- Guests are neither to be brought in nor entertained in the cubicle.
- The Library will retain one key of the cubicle for emergency purposes.
- A Member who does not use the cubicle continuously for 30 days will forfeit the right to use it for the rest of the allotted term unless he / she informs the Librarian in writing and allows him to transfer it, if possible, to a needy Member for the period of his absence.
- A Member who has released the cubicle to be used in his absence cannot claim the extension of the term for the period he remains absent, nor can a Member to whom it is offered in the interim period.
- A Member who is allotted a cubicle should not allow it to be used by another person in his absence. If he does, his allotment will be cancelled with immediate effect.
LIBRARY LOCKERS
- The Library lockers can be rented out only to Members using the reading room facilities regularly in connection with their research or writing work.
- The rental for each locker will be Rs 50 for 15 days.
- The period for which a locker can be rented out is fifteen days. Further extensions may be allowed subject to there being no other applicant on the waiting list.
- Each locker will be used for keeping the Member’s published books and research notes, and nothing else.
- The payment of the rental bill will be made in advance before taking possession of the locker.
- The Library will retain one key of the locker for emergency purposes.
- The Centre will not be responsible for any thefts or losses that may occur during the use of a locker by a Member.
READING ROOM
- Strict silence should be observed in the Library.
- Photocopying facilities will be available for research and reference only at Re 1 per page.
- Electronic equipment/laptops which are used as word processors and make a noise will not be allowed to be used in the Library..
- Use of cell phones will not be allowed in the reading room.
- Members will be charged Rs 100 every time their cell phone rings in the library. Any member who is penalised three times will be liable to suspension of the membership of the Library.
- Tables for researchers cannot be reserved. No books, papers, etc. should be left on these tables.
- A member should hold only one newspaper or journal for reading at a time and replace it in position after use.
INTER-LIBRARY LOAN
Limited facilities for inter-library loan are available for researchers using
the Library regularly. Such books will have to be used only at the IIC Library.
DELNET FACILITIES
- Members can search DELNET’s online database through a terminal at the Reference Desk.
- DELNET’s special inter-library loan facility can be availed of by Members.
INTERNET
INTERNET facility to Members and Residents is available in the Library free of charge. Printouts are charged at Rs 2 per page.
SCANNING FACILITY
Scanning facility is available in the Library only for researchers at Rs 15 per page.
JSTOR FACILITY 
Library has started JSTOR facility, which is an on-line system for archiving academic journals, which includes broad subjects, i.e., Arts & Science, Ecology, Language & Literature, Music and Economics.
DVDs/CDs
1. DVD’s and CD’s will be issued out to Members for quiet use in the Library and also issued out on loan for fortnight.
2. Before a Member checks out of the Library, he/she should return the DVD/CD to the Library’s Reference Desk.
3. DVD’s and CD’s should be handled with care. In case of damage, Members will have to replace them.
Online Training
To familiarize with the functions available in Online Resources, Library organizes training programme for Members on every Saturday at 2:00 p.m. - 4:00 p.m. in the Library.

Library has installed new software, a web based search platform which brings bibliographic database of the IIC books. Member’s can go to their library accounts through Internet and can reserve/renew the books and can see their Library status as well as the status of the book.
